Iloilo water utility ramps up projects to offset El Niño impact

ILOILO CITY – Metro Pacific Iloilo Water (MPIW) is looking forward to securing a 25 million liters per day (MLD) supply augmentation to offset a projected water shortage driven by the looming El Niño phenomenon.
During a press conference on Friday, MPIW Chief Operating Officer Angelo David Berba announced that the company is aggressively accelerating infrastructure projects to mitigate the severe weather impact.
According to MPIW's monitoring, El Niño's effects in Panay and Iloilo will intensify starting December 2026 through the first quarter of next year, with visible water reduction expected to hit by February 2027.
"In parallel, we will be energizing our non-revenue water reduction," Berba said, adding that the combination of new water sources and leak-repair initiatives will yield the necessary 25 MLD.
Its ongoing initiatives include pipe replacement that can recover 10 MLD, deployment of modular desalination plants with a capacity of 5 MLD, and additional wells with a capacity of 8-10 MLD.
Berba said they target to energize the HS Jaro pipe replacement project in December. It is expected to provide water to around 10,000 households.
For the modular desalination, the water utility expects to energize the plant at the Prime Estate area in mid-October until the first week of November.
It is also working on the right of way and permits for two other plants in the Mandurriao district, both eyed to be energized in February next year.
"These are just temporary solutions to mitigate the El Niño effects," Berba said.
Berba expressed hope that the dry spell will be short-lived.
However, he reassured the public that if El Niño persists for up to three months, consumers should not feel its impact due to these active interventions. (PNA)

CHED links 159 HEIs with global partners from 13 countries

MANILA – The Commission on Higher Education (CHED) on Friday said it has linked more than a hundred higher education institutions (HEIs) from the Philippines with global partners across 13 countries.
This came as the country participated in the two-day Higher Education Partnerships Conference (HEPCON) 2026 from Oct. 1 to 2.
Through this conference, participating HEIs can explore potential international partnerships in areas such as collaborative research, joint academic programs, student and faculty exchanges, shared expertise, and other programs.
In a statement, CHED Chairperson Shirley Agrupis underscored the need for these connections to deliver concrete partnership outcomes.
“We are not here simply to add more connections to an already extensive map,” she said.
This expansion of linkages seeks to provide opportunities for Filipino students, faculty, researchers, and institutions, she said.
“We are here to make those connections more purposeful, more active, and more productive,” Agrupis said.
HEPCON 2026, meanwhile, features exhibition spaces where participating HEIs and partners showcase their programs, explore potential collaborations, and advance engagement among delegates.
To date, about 326 Philippine HEIs maintain 4,951 linkages across 116 countries.
The commission aims to translate these connections and partnerships with 2,479 foreign partners into beneficial outcomes for learners and HEIs. (PNA)

MANILA – The Philippines secured another bronze medal in the 20th Asian Games, coming from Kaila Napolis in jiu-jitsu at the Aichi Prefectural Martial Arts Hall in Japan on Friday.
She defeated Mongolia’s Tsagaanbileg Altangerel, 2-0.
“Well, bronze medal, it's an honor to win a bronze medal here in a big competition. I was happy I was able to pull the two points on this bronze medal,” said Napolis, who had to go through the repechage.
“I am so disappointed as early as the second match,” said Napolis, who lost to Mongolia’s Mongoljin Gabaatar in the quarterfinals, 2-3.
“So I really wanted to bounce back and win the bronze medal. I wanted to give it my all. And thankfully, I managed to pull it off," she added.
Meanwhile, world champion Annie Ramirez, who won the gold in -57kg at the Hangzhou Asian Games in 2023, bowed to Thailand’s Nuchanat Singchalad in the round of 16.
In the other matches, Luigi Dy lost to Mongolia's Davaadorj Munkhtur, 0-3, in the men's -77kg round of 32; Mark Constance Vergel fell to Mongolia's Shinezorig Bulgankhuu, 0-2, in the men's -77kg round of 32; and Romeo John Alfred Raphael Arellano succumbed to United Arab Emirates’ Amaar Alhosani, 0-2, in the repachage.
"It’s a huge deal. After all, it’s the Asian Games. The Asian Games happen only every four years,” Napolis said. “We're a bit sad, of course, for those who did not win a medal. But I'm super thankful for the support, especially to the Philippine Sports Commission, Philippine Olympic Committee, and to our federation."
Filipinos Vito Luisa Luzuriaga (men's -85kg), Andrea Lois Lao (women's -63kg), David Miranda (men's -85kg) and Alenxandria Luz Enriquez (women's -63kg) will try to get a medal on the last day of the competition on Saturday. (PNA)

DOJ, OPAPRU get guidelines on settling community-based conflicts

MANILA – A technical working group (TWG) of experts and stakeholders has turned over the proposed joint operational guidelines on the management, mediation, and settlement of community-based conflicts to the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and the Department of Justice (DOJ).
In a statement Friday, the OPARRU said the guidelines submission is “another major boost” to the peace-building efforts of the administration of President Ferdinand R. Marcos Jr.
The TWG is composed of representatives from the Armed Forces of the Philippines, Philippine National Police, National Police Commission, DOJ-Office for Alternative Dispute Resolution, Bangsamoro Attorney General's Office, Department of the Interior and Local Government (DILG), National Youth Commission, Philippine Commission on Women, National Commission on Muslim Filipinos, National Prosecution Service, and traditional justice leaders from the Bangsamoro, Visayas, and the Cordilleras.
The turnover on Sept. 30 coincided with the culmination of this year’s National Peace Consciousness Month celebration themed “Kapayapaan Pagtibayin, Kaunlaran Paigtingin.”
Presidential Peace Adviser Secretary Mel Senen Sarmiento, OPAPRU Executive Director Atty. Mary Marjorie Martin-Chan, and DOJ Assistant Secretary Shannon Gaerlan received the guidelines.
Gaerlan said the proposed guidelines will serve as a bridge between cultural and traditional settlement practices and the country’s formal justice system.
“Peace is active, inclusive, and lasting. It requires more than resolving conflicts. It calls for responsive governance, restored public trust, reconciliation among communities, and a strong foundation of justice,” Gaerlan said.

MANILA – The historic silver medal won by archer Amaya Paz-Cojuangco in the Aichi-Nagoya 20th Asian Games women's individual compound event is credited to the system implemented by South Korean coaches in the national team.
“If I don’t get a medal in the Asian Games, I will just go back to Korea and leave you. I have never lost a medal in a tournament,” Korean Ryu Su Jeng told the Filipino archers last month.
For a squad still adjusting to the Korean system’s intensity, it was a jolt, but for Cojuangco, it was fuel.
Her silver medal is the country's first archery podium finish in the Asian Games since 2014, when Paul Dela Cruz won bronze.
“Bringing coach Ryu into the national archery program stands as one of our most decisive and transformative moves, and the Asian Games performance has emphatically affirmed that,” Philippine Sports Commission (PSC) Chairman John Patrick Gregorio said, as quoted in a news release Friday.
Ryu helped guide South Korea to five Olympic gold medals, two in Rio 2016 and three in Tokyo 2020.
But when Gregorio brought Ryu and fellow Korean coach Hong Sung Chil to Manila, the question lingered: Could their championship mindset translate to Filipino archers?
After the national archers' Asiad stint, Gregorio believes the answer is emphatic.
“If you want the best results, you should hire and bring the best coaches on the planet. This is exactly the mindset we had when we hired coaches Ryu and Hong,” he said.
Their impact has been immediate – discipline and a demand for excellence that have elevated the entire national pool.
“We’re thankful to the PSC and chairman Pato for bringing coaches Ryu and Hong. It is different if you have a coach who has a champion mindset, someone who knows how to push the team,” World Archery Philippines president Bing Reaport said.

TESDA-Amazon Web Services collaboration to level up digital courses

MANILA – The Technical Education and Skills Development Authority (TESDA) on Friday said it has partnered with Amazon Web Services (AWS) to integrate Cloud and artificial intelligence (AI) courses in the TESDA Online Program (TOP).
"Through this collaboration with AWS, we are giving Filipinos access to world-class cloud and AI training that they can use to build careers, pursue new opportunities, and contribute to the growth of our digital economy," TESDA Secretary Jose Francisco Benitez said in a statement.
The courses included in the partnership, signed by Benitez and AWS Philippines Country Manager Precious Lim, are fundamentals of AI, AWS Certified Cloud Practitioner and AWS Certified AI Practitioner.
“Cloud and AI skills should be for everyone. Through this partnership with TESDA, we’re making world-class training available to every Filipino, whether they’re starting their career or embarking on a new one," Lim was quoted as saying.
TESDA said there are no prerequisites and no fees for courses.
It said those who complete certification-track courses can enroll at TESDA Women's Center to access AWS Academy's structured learning pathways and may be eligible to claim AWS certification vouchers, which can be used to sit for AWS Certification exams.
Specific terms, eligibility requirements and any applicable limits on certification vouchers are subject to the policies of the TOP and AWS, it said.
Meanwhile, TESDA said it plans to include more courses from the AWS catalog on Cloud architecture, security, databases and other technology domains.
It also plans to expand its collaboration with AWS through industry-aligned training pathways, regional training events and deeper integration of AWS content across TESDA’s national network of technology institutions and provincial training centers. (PNA)

Korean coach helps PH win historic archery silver in Asian Games
MANILA – The historic silver medal won by archer Amaya Paz-Cojuangco in the Aichi-Nagoya 20th Asian Games women's individual compound event is credited to the system implemented by South Korean coaches in the national team.
“If I don’t get a medal in the Asian Games, I will just go back to Korea and leave you. I have never lost a medal in a tournament,” Korean Ryu Su Jeng told the Filipino archers last month.
For a squad still adjusting to the Korean system’s intensity, it was a jolt, but for Cojuangco, it was fuel.
Her silver medal is the country's first archery podium finish in the Asian Games since 2014, when Paul Dela Cruz won bronze.
“Bringing coach Ryu into the national archery program stands as one of our most decisive and transformative moves, and the Asian Games performance has emphatically affirmed that,” Philippine Sports Commission (PSC) Chairman John Patrick Gregorio said, as quoted in a news release Friday.
Ryu helped guide South Korea to five Olympic gold medals, two in Rio 2016 and three in Tokyo 2020.
But when Gregorio brought Ryu and fellow Korean coach Hong Sung Chil to Manila, the question lingered: Could their championship mindset translate to Filipino archers?
After the national archers' Asiad stint, Gregorio believes the answer is emphatic.
“If you want the best results, you should hire and bring the best coaches on the planet. This is exactly the mindset we had when we hired coaches Ryu and Hong,” he said.
Their impact has been immediate – discipline and a demand for excellence that have elevated the entire national pool.
“We’re thankful to the PSC and chairman Pato for bringing coaches Ryu and Hong. It is different if you have a coach who has a champion mindset, someone who knows how to push the team,” World Archery Philippines president Bing Reaport said.

CFO to overseas Filipinos: Check forwarders before sending boxes

MANILA – The Commission on Filipinos Overseas (CFO) is urging Filipinos abroad to verify cargo forwarders before sending balikbayan boxes this Christmas season, citing recent cases of thousands of packages left unclaimed at Philippine ports.
In a news release Friday, CFO Chairperson Dante “Klink” Ang II said non-resident Filipinos (NRFs) should check the Bureau of Customs (BOC) list of accredited cargo forwarders for consolidated balikbayan shipments before handing over their packages.
“For many Filipinos overseas, a balikbayan box is more than a shipment. It represents months of hard work and is one of the ways they share the fruits of their labor with their families back home,” Ang said.
“We want our kababayans (countrymen) to enjoy the Christmas season knowing that the boxes they carefully prepared have a better chance of reaching their families safely and on time.”
He added a few minutes spent checking official government information before shipping can help prevent months of problems later.
Ang urged NRF to review BOC advisories on forwarding companies with records of abandoned balikbayan boxes.
Last May, the BOC filed criminal complaints against Makati Express Cargo, Inc. and several responsible officers over about 36,826 balikbayan boxes left unclaimed at ports in Manila, Cebu and Davao.
Meanwhile, in June, the bureau filed another batch of complaints against five cargo forwarding firms involved in the abandonment of about 3,176 boxes and alleged violations, including unauthorized deconsolidation and fraudulent declaration.
The CFO said senders may suffer financial losses when boxes are not delivered, while families in the Philippines are left disappointed, waiting for packages prepared by their loved ones overseas.

GSIS widens pensioner safety net, cuts barriers to benefits

MANILA – More than 600,000 government pensioners are getting broader protection from the Government Service Insurance System (GSIS), with recent reforms removing restrictions on survivorship benefits and making pension transactions easier without requiring trips to its offices.
The pension fund highlighted the changes in a news release Friday as the country observes Filipino Elderly Week from Oct. 1 to 7, shifting its focus from simply paying pensions to reducing rules and processes that could prevent retirees and their families from fully accessing benefits.
Among the most significant changes is the removal of the cap on survivorship pensions, allowing qualified surviving spouses to receive the full 50 percent of their deceased partner's pension regardless of the amount.
GSIS also scrapped the cohabitation restriction, meaning a survivorship pension will no longer be terminated merely because the beneficiary lives with another partner. The benefit will end only upon remarriage.
“Our responsibility to our pensioners does not end when they retire. We must continue to protect their benefits and make our processes easier to navigate,” GSIS President and General Manager Wick Veloso said.
The state pension fund has also relaxed its Christmas cash gift rules. Pensioners who miss the April deadline for their Annual Pensioners Information Revalidation (APIR) will no longer automatically forfeit the benefit, provided they eventually complete the requirement.
Another adjustment took effect July 13, when GSIS raised its funeral benefit to PHP50,000 from PHP30,000 to help cover burial and funeral expenses of deceased members or pensioners. Claims may be filed within four years.
Qualified uniformed personnel of the Philippine National Police, Bureau of Jail Management and Penology, and Bureau of Fire Protection are covered by a PHP10,000 funeral benefit.

Gov't to subsidize premium share of employed solo parents

ILOILO CITY – Employed solo parents are now granted immediate eligibility to avail themselves of benefits from the Philippine Health Insurance Corp. (PhilHealth).
PhilHealth - Western Visayas public affairs unit head Janimhe Jalbuna, in an interview on Friday, said the personal share for the premium of solo parents will be subsidized by the national government, while the employer will continue to pay its share.
Jalbuna said that under the previous circular, employed solo parents were still paying their personal share.
"With the new circular, even if they are gainfully employed, they will no longer pay their personal share because it will be paid by the government," she said.
Their employer should send a certification indicating the list of solo parents, with an attached PhilHealth Member Registration Form and solo parent ID. Otherwise, the system will automatically compute their premium.
The deadline for paying their October premium is Nov. 15 and 20, so they still have time to process their documents, she added.
PhilHealth - Western Visayas has 2,800 solo parents and 3,321 dependents availing of benefits.
She added that the benefits of the solo parent will also be availed of by their dependents, 22 years old and below, and those they declare in their solo parent ID up to the fourth degree of consanguinity or affinity.
Before the new circular, indigent solo parents were already benefiting from PhilHealth benefits.
The Department of Social Welfare and Development’s regional office, as of June, has registered 9,763 solo parents, 4,190 of them female, and the rest male.
The highest registration was from Capiz, with 5,260; Antique, 1,429; Guimaras, 1,147; Iloilo, 1,068; and Aklan, 859.

DOTr launches 3rd Love Bus route in Davao City

MANILA – The Department of Transportation (DOTr) has launched the third Love Bus route in Davao City, connecting Toril and Roxas Avenue.
In a statement on Friday, Acting Transportation Secretary Banoy Lopez said the route is part of the government's push to give Davao residents safe, reliable and convenient public transport.
"President (Ferdinand R.) Marcos (Jr.) asked us to bring back the Love Bus and take it to more cities. With the Toril–Roxas route, we are bringing the Love Bus closer to the communities," Lopez said.
The Toril-Roxas route covers 33.73 km. and is served by six Love Bus units, each making six trips. It is expected to serve an estimated 1,860 passengers per day.
Commuters can ride the Love Bus for free during the morning peak hours from 6 a.m. to 9 a.m. and the afternoon peak hours from 5 p.m. to 8 p.m. under the Libreng Sakay program.
Commuters traveling the full Toril-Roxas stretch, or vice versa, can save PHP40 per one-way trip.
The new route joins the two Love Bus routes already running in Davao City — University of Mindanao-Matina to Tugbok and Lasang to Sasa via Roxas Avenue.
The expansion follows President Ferdinand R. Marcos Jr.'s directive to extend the Love Bus to more cities outside Metro Manila. (PNA)

S. Korea supports PH economic, security priorities at ASEAN summit

MANILA – The Korean government will throw its full support behind the Philippines’ economic and security priorities as chair of the Association of Southeast Asian Nations (ASEAN) as the country prepares to host the ASEAN Leaders’ Summit in November.
“Korea fully aligns with your priorities on regional peace, maritime security, economic drivers, and people-centered empowerment,” new Korean Ambassador to the Philippines Lee Dong-Gy said during the Korean National Day reception on Oct. 1.
“As we look ahead to the summit next month, let me reaffirm that the Republic of Korea stands ready to support your leadership, not merely as a dialogue partner but as an unwavering strategic partner and a steadfast friend,” he added.
South Korea is one of ASEAN's 12 dialogue partners, having been accorded this status in 1991.
The relationship was formally elevated to a Comprehensive Strategic Partnership (CSP) at the 25th ASEAN-Korea Summit to Commemorate the 35th Anniversary of Dialogue Relations in October 2024.
At present, Korea stands as ASEAN’s 5th largest trading partner and 7th largest source of foreign direct investment, with trade amounting to USD208 billion and foreign direct investment (FDI) inflow from Korea to ASEAN reaching USD7.5 billion in 2024.
Bilaterally, Lee said cooperation between Korea and the Philippines is in “full sail,” covering more areas from agriculture, defense, trade and investment, cybersecurity to people-to-people ties.
South Korea is working with the Philippines on a USD25 million initiative to establish a national cybersecurity center, which the envoy said will include sharing of operational expertise and training for Filipino cybersecurity experts.
The countries are also expanding cooperation on marine environment protection through the USD8.2 million Korea-donated cleanup vessel MV Nilad that will help remove marine litter and respond to oil spill…

MANILA – The Department of Information and Communications Technology (DICT) is rallying the government, the private sector, and the public into a collective defense against cyber threats during this year's Cybersecurity Awareness Month.
In a statement on Friday, DICT Secretary Henry Aguda pushed Filipinos and institutions to move beyond awareness and build the capacity to prevent, respond to, and recover from cyber incidents.
"The strongest defense against cyber threats is an informed, prepared, and united nation," Aguda said.
"Cybersecurity starts with each of us, but it succeeds when we work together. Through Digital Bayanihan, we can protect what matters and build a digital Philippines that is safer, stronger, and ready for the future.”
The campaign underscores that resilience requires more than awareness. Individuals and organizations alike must understand the risks they face, strengthen their defenses, and prepare for disruptions.
The celebration carries the theme "HABI: Salig sa Gawa, Tibay sa Banta" and the message "A People-Centered Approach to a Resilient Philippine Cyberspace."
Inspired by the weaving together of different threads into a stronger whole, HABI reflects the spirit of Digital Bayanihan, bringing together people, institutions, technologies, capabilities, and partnerships to strengthen the country's cybersecurity posture.
The campaign is anchored on four pillars. Cyber Tanaw (Vision) focuses on emerging threats, artificial intelligence, new technologies, digital trust, and cyber threat intelligence. PNP pledges support for safe, orderly NCAP resumption in Metro Manila

MANILA – The Philippine National Police on Friday reaffirmed its commitment to assist local authorities in maintaining road discipline and public order as several Metro Manila local government units prepare to resume the enforcement of the No Contact Apprehension Policy (NCAP) next week.
PNP chief Gen. Jose Melencio C. Nartatez Jr. said the organization supports lawful efforts aimed at improving traffic safety and compliance with road regulations.
“The Philippine National Police respects the decision allowing the resumption of NCAP and supports lawful measures that promote road discipline, traffic safety, and efficient enforcement. We encourage all motorists to comply with traffic regulations and remain informed of local ordinances,” Nartatez said in a statement.
Manila, Quezon City, Valenzuela, Parañaque, Muntinlupa and San Juan are set to resume NCAP on Oct. 5. The system uses closed circuit television (CCTV) cameras, digital cameras and other technologies to document traffic violations without requiring traffic enforcers to stop motorists.
The resumption follows the Supreme Court’s June 3, 2026 decision that dismissed consolidated petitions challenging NCAP ordinances in Manila, Quezon City, Valenzuela, Parañaque and Muntinlupa. The decision, made public on July 9, also lifted the remaining temporary restraining order against the local ordinances.
While the PNP is not the primary implementing agency for NCAP, Nartatez said police units have been instructed to assist concerned local governments in its implementation as needed.
And as the policy returns to participating cities, Nartatez urged motorists to remain informed and use available legal remedies for any concerns involving reported violations.

PH, ADB ink P48-B financing deal to strengthen Universal Health Care

MANILA – The Philippine government and the Asian Development Bank (ADB) have signed a 119.745 billion Japanese yen (about PHP48 billion) financing agreement to support reforms aimed at strengthening the country’s universal health care system and expanding Filipinos’ access to quality and responsive health services.
In a news release on Friday, the Department of Finance said Secretary Frederick Go signed the agreement on behalf of the Philippine government.
The financing will support the Build Universal Health Care Program – Subprogram 3 (BUHC3), which focuses on strengthening health financing, improving health service delivery, and enhancing information management and accountability across the health system.
“By signing this agreement, we are making a long-term investment in the country’s human capital and resilience," he said.
"With the support of our development partners, we can advance reforms that will build a stronger, more responsive health system, and better equip it to serve Filipinos.”
Under BUHC3, reforms will focus on three key areas: sustainable financing and strategic purchasing for universal health care; integrated delivery of quality health services; and information management and performance accountability.
The program will also support reforms addressing gender-specific health concerns and the health impacts of climate change to make the country's health system more responsive and resilient to emerging needs.
Building on the gains of the first two subprograms, BUHC3 adopts a programmatic approach to support the systematic implementation of health policy reforms at both the national and local levels.
The program will be implemented by the Department of Health and the Philippine Health Insurance Corp. (PNA)

Cesar E.A. Virata, the Philippines’ longest-serving finance chief and former Prime Minister under President Ferdinand Marcos Sr., died on Friday, October 2, at the age of 95.
His death was announced by the Rizal Commercial Banking Corp. (RCBC), where he served as a director since 1995 and as corporate vice chairperson for 26 years. No further details were given.

Baguio eyes café-style HIV center to entice more testings

BAGUIO CITY – The Baguio City Health Services Office (CHSO) said it is mulling on further upgrading its “Namnama” (hope) counselling and testing center to make it more enticing to the public.
The Namnama center is in a container van, one of several used as a testing facility during the Covid-19 pandemic, at the Baguio Convention Center compound.
It operates from 5 p.m. to 10 p.m. when there are no more people in the area as patients prefer not to be seen.
“We are thinking of making the Namnama center look like a regular coffee shop where clients can come for coffee, relax and get counselling or be tested for HIV (human immunodeficiency virus)," city health officer Dr. Celia Flor Brillantes said in an interview Friday.
She said a cafe-style space will attract more visitors, helping them boost their educational programs and expand their “Project Bonjing” lectures which they implement in partnership with the Sangguniang Kabataan.
Dr. Virgilio Clement Bilalat, Medical Officer IV of the City Health Services Office (CHSO) and in-charge of the office's social hygiene clinic, said in a press release that the city has recorded 812 HIV cases from 1986 to March this year.
The 12 cases diagnosed between January and March were all male, with majority identified as men who have sex with men and mostly belonging to the 15 to 34 age group.
Bilalat said the Department of Health estimates Baguio to have around 1,300 HIV cases so far, leaving around 500 cases yet to be identified.
He said the clinic continues to work with government and non-government organizations in finding possible cases, including through online platforms and contact tracing.
“That is why we are making efforts to make testing more accessible to those who want to be tested, especially those who have been in contact with persons diagnosed to have HIV,” Bilalat said.

MANILA – The Maritime Industry Authority (MARINA) has highlighted the importance of strengthening maritime cooperation among government agencies and private stakeholders in addressing crisis situations.
MARINA hosted the 2nd Philippine Shipping and Shipbuilding Expo and Conference (PHILSHIPCON) during the Blue Economy Annual Trade and Conference (BEACON) 2026 on Wednesday.
In a statement on Friday, MARINA Overseas Shipping Service (OSS) Maritime Registry Division chief Gerico John Vincent Magbojos emphasized the need for collaboration among concerned entities in the overseas shipping sector.
"We meet at a time when our industry has been reminded, in very real terms, of how much is at stake on the high seas and how many people depend on the institutions in this room working together," Magbojos said.
On the other hand, MARINA OSS Cooperation and Strategic Maritime Initiatives Division chief Judy Honrado said acting together under uncertainty requires foresight, trust and discipline.
"This is precisely the spirit that BEACON and PHILSHIPCON 2026 seek to nurture and sustain," Honrado said.
Among the topics discussed at PHILSHIPCON 2026 were the overseas shipping sector's performance and interagency cooperation among MARINA, the Department of Migrant Workers (DMW), and the Department of Foreign Affairs (DFA) in maritime crisis response, including a testimonial from a shipping company on ship safety and crew welfare during regional crises.
Government agencies, stakeholders and seafarers who safely transited from the Persian Gulf amid the Strait of Hormuz tension were also recognized, following their previous recognition by MARINA.

DEPDev pushes innovation agenda amid latest global ranking

MANILA – The government will continue to advance the country’s national innovation agenda, the Department of Economy, Planning, and Development said on Friday.
DEPDev made the statement following the release of the 2026 edition of the Global Innovation Index (GII) which ranked the country at 52nd out of 139 economies.
According to DEPDev, while the Philippines moved down two places from its 50th-place ranking in 2025, its GII score increased from 33.6 to 33.8, indicating a slight improvement in its overall innovation performance.
The country also remains seven places above its 2022 baseline ranking of 59th, showing sustained progress in strengthening its innovation ecosystem and enhancing its innovation competitiveness relative to its stage of development.
The Philippine Development Plan (PDP) 2023-2028 targets placing the country among the top one-third of economies, or around 43rd place, by 2028.
The Philippines also maintained its status as an innovation overperformer, a distinction given to economies whose innovation performance exceeds expectations relative to their level of development.
“This marks the country’s eighth consecutive year receiving this recognition and underscores its ability to generate strong innovation outcomes despite persistent resource and development constraints,” DEPDev Secretary Arsenio Balisacan said.
Balisacan, however, cited the need to regain momentum and strengthen the foundations of the country’s innovation ecosystem, particularly in research and development, human capital, infrastructure and innovation financing.
“These will be critical in enhancing competitiveness and achieving the country's long-term innovation agenda,” he said.

P6.7-M misdeclared chicken shipment busted at Port of Subic

MANILA – Bureau of Customs (BOC) authorities at the Port of Subic have intercepted a PHP6.67 million shipment of frozen chicken meat from Hong Kong.
In a news release on Friday, the bureau said the shipment, contained in a 40-foot container and declared as cooked tofu, was flagged for inspection following intelligence information indicating that it might contain frozen or processed food products and agricultural commodities.
Examination showed 1,380 cartons of frozen chicken breast and 174 cartons of frozen fish tofu, contrary to its declaration.
Customs Commissioner Ariel Nepomuceno said the seizure demonstrates that the bureau remains focused on its mandate despite recent organizational reforms.
“Despite the recent personnel movements and internal cleansing efforts at the Port of Subic, I expect our personnel to remain focused on protecting our borders and faithfully carrying out their responsibilities as public servants. Our commitment to preventing smuggling and safeguarding legitimate trade must remain steadfast,” he said.
“Let this seizure serve as a warning to smugglers and those who enable or protect them, whether inside or outside government: the bureau will relentlessly pursue violators and ensure that they are held accountable under the law.”
The BOC said it remains committed to ensuring food safety, and securing the country’s borders in line with the agency’s Integrity, Accountability, and Modernization (IAM) Movement. (PNA)

The Philippine Eagle Foundation (PEF) rescued a young Philippine Eagle named “Magpet” after it was found weak in Barangay Manobo, Magpet, Cotabato, on September 27.
An X-ray revealed three airgun pellets lodged in the eagle’s body, PEF said. “Despite what it had gone through, the bird was still bright, alert, and responsive,” the foundation added.

MANILA – Malacañang said Friday the allegations that organizations linked to Vice President Sara Duterte received funds from China should be investigated if supported by sufficient evidence.
This came after former senator Antonio Trillanes IV claimed that the Tapang at Malasakit Alliance for the Philippines, Inc., a Davao City-based nonprofit founded by Duterte, received PHP150 million from the Chinese Embassy for the construction of 13 classrooms.
“Kung sapat ang ebidensya, hindi ito dapat isawalang bahala (If there is sufficient evidence, this should not be ignored),” Palace Press Officer Claire Castro said in a statement.
“Walang paghuhusga sa ngayon ang administrasyon, ngunit dapat malaman ito ng mga kababayan natin kung may sapat naman na ebidensya (There is no judgment from the administration at this time, but our fellow citizens should be made aware of this if there is sufficient evidence).”
Trillanes also claimed that Cale88 Foods Corp, a food company owned by Duterte’s husband, lawyer Manases Carpio, received more than PHP319 million from China.
Castro said Filipinos, especially if they are public officials, could be considered “traitors” if they were found to be “selling” the country’s freedom to foreign entities.
She also suggested that some officials may have remained silent on China’s harassment of Filipino fisherfolk in the West Philippine Sea (WPS) because of money.

7 dead in Benguet mine gas poisoning

BAGUIO CITY – Seven individuals were killed in a suspected gas poisoning inside a mine tunnel in Itogon, Benguet, on Sept. 30, the Mountain Province’s government said on Friday.
Four victims, aged 18, 21, 22, and 25, and two others, aged 19, were from the municipality of Tadian, Mountain Province, while the seventh victim, aged 62, was from Cagayan Valley.
Initial information released by the provincial government quoted a witness reporting a suspected gas poisoning incident inside a tunnel portal in Sitio Dontog, Barangay Ampucao, late Wednesday.
Emergency response and retrieval operations were conducted on Thursday to retrieve the remains.
The six individuals from Mountain Province have been brought home.
The provincial government assured assistance for the families.
“No words can fully ease the pain of losing six promising young men from Banao alongside an elder. To lose sons, brothers and community members – most of them at the dawn of their youth – is an unimaginable tragedy that touches our entire province... PH steers ASEAN push for green maritime transition

MANILA – The Philippines is steering the region's push for a green maritime transition as it co-hosts the ASEAN Future of Maritime Conference 2026 with the ASEAN Secretariat and Partnerships for Infrastructure, Australia's flagship infrastructure development program in Southeast Asia.
In a statement on Friday, the Department of Transportation (DOTr) said the country is establishing its greenhouse gas emissions baseline to map out a long-term trajectory toward a fully decarbonized maritime sector.
The DOTr is working with the Philippine Ports Authority (PPA), Maritime Industry Authority (MARINA), and Philippine Coast Guard (PCG) on the baseline, under the directive of President Ferdinand R. Marcos Jr.
"To achieve these goals, we need the collective action among ASEAN Member States and strong partnerships with countries such as Australia," Acting Transportation Secretary Giovanni Lopez said.
He said the region must continue to demonstrate solidarity in pursuit of shared aspirations, which he described as a collective interest owed to future generations.
Australian Ambassador to the Philippines Marc Innes-Brown highlighted the 80-year milestone of diplomatic ties between the two countries and their shared maritime commitment.
"As Australia and the Philippines celebrate 80 years of diplomatic relations, our maritime partnership continues to grow. Together, we can ensure the maritime transition delivers stronger connectivity, greater competitiveness and shared prosperity across our region," he said.
Australian Ambassador to ASEAN Tiffany McDonald commended the Philippines' leadership during its chairship year.
